ORDER:
In the Government Order eighteenth read above, orders were issued forming a separate Department of Geology and Mining and in the Government Order nineteenth read above, orders were issued declaring the Director of Geology and Mining as Head of the Department. The posts in the then Geology Branch of the Department of Industries and Commerce along with the personnel were transferred to the new Department of Geology and Mining. There are six classes with nine categories of permanent posts in the Department of Geology and Mining for which Service Rules are to be framed. All these posts were governed by the Adhoc Rules. The Government have now, decided to constitute separate Service Rules called the Special Rules for the Tamil Nadu Geology and Mining Service for ‘A’ and ‘B’ Group posts in the Department of Geology and Mining for which Government are the appointing authority. The Service Rules are to be framed with effect from 14.4.1983.
2) The Director of Geology and Mining has proposed that the posts of Deputy State Geologist and Geologist may be re-designated as Deputy Director of Geology and Mining. Accordingly, the Government direct that the posts of Deputy State Geologist and Geologist be re-designated as Deputy Director of Geology and Mining with effect from 14.4.1983.
3) In the G.O. eighteenth read above, a separate Department called “Geology and Mining Department” has been newly formed and the following posts under the Industries and Commerce Department, in the State Geology Branch existed prior to the formation of the new Department covered by the Adhoc Rules have been permanently transferred to the new Department of Geology and Mining with effect from 14.4.1983:-
1. State Geologist 2. Additional State Geologist 3. Deputy State Geologist 4. Geologist 5. Assistant Director (Geology and Mining) (formerly Assistant Geologist) 6. Gazetted Assistant (Non-Technical)
4) The Government have now decided to frame separate service rules called the Special Rules in the Tamil Nadu Geology and Mining Service for ‘A’ and ‘B’ Group permanent posts in the Department of Geology and Mining with effect from 14.4.1983.
5) The Government direct that the Adhoc Rules issued for the temporary posts which are brought under the Special Rules for Tamil Nadu Geology and Mining Service with effect from 14.4.1983 are hereby superseded.
6) The Notification appended to this order will be published in the Tamil Nadu Government Gazette.

APPENDIX
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Geology and Mining Service (which will form as section 48 in Volume-II of the Tamil Nadu Services Manual, 1969).
2. The rules hereby made shall be deemed to have come into force on the 14th April 1983.
RULES
1. Constitution.- The service shall consist of the following classes and categories of posts, namely:-

2. Appointment.- (a) Appointment to the posts specified in column(1) of the Table below shall be made by the methods specified in the corresponding entries in column(2) thereof:-

Recruitment by transfer from among the holders of the post of Manager or Chief Storekeeper in the Department of Geology and Mining in the Tamil Nadu Ministerial Service. |
(b) Promotion shall be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal.
3. Reservation of appointment.- The rule relating to reservation of appointment (General Rule 22) shall apply for appointment to the posts by direct recruitment.
4. Qualifications.- (a) Age.- – No person shall be eligible for appointment to the posts by direct recruitment, if he has completed or will complete the age of twenty eight years on the first day of July of the year in which the selection for appointment is made:
Provided that no person shall be eligible for appointment to the posts by direct recruitment, if he has completed or will complete the age of thirty years on the first day of July of the year in which the selection for appointment is made on and from the 27th February 1989.
(b) Other qualifications.– No person shall be eligible for appointment to the posts specified in column (1) in the Annexure by the methods specified in the corresponding entries in column (2) unless he possesses the qualifications specified in the corresponding entries in column (3) thereof.
5. Probation (1) (a) Every person appointed to the post by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years.
(b) Every person appointed to the post by recruitment by transfer shall, from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.
(2) The Director or Commissioner of Geology and Mining shall be authority competent to declare the completion of probation in respect of the posts in Classes -IV and V.
6. Test.- Every person appointed to the post by direct recruitment shall, within the period of his probation, pass the Account Test for Executive Officers or the Account Test for Subordinate Officers, Part-I.
7. Postings and transfers.- The authority for effecting postings and transfers and sanction of leave in respect of the posts other than the Additional Director of Geology and Mining shall be the Director or Commissioner of Geology and Mining.
8. Preparation of annual list of approved candidates.- The crucial date on which the candidates should possess the prescribed qualifications for purposes of inclusion in the annual list of approved candidates for appointment to the posts, by promotion and by recruitment by transfer shall be the 15th April of every year.
9. Savings.- Nothing contained in these rules shall adversely affect any person holding the post on the date of issue of these rules.

(1) A Post Graduate Degree in Geology; and (2) Experience in field work including mapping and prospecting for a period of not less than three years. |

Senior Chemist |
(i) Recruitment by transfer from among the holders of the post of Chemist in the Tamil Nadu Geology and Mining Subordinate Service. |
(1) A Post Graduate Degree in Chemistry or Industrial Chemistry or a Bachelors’ Degree in Chemistry or Industrial Chemistry; (2) Service as Chemist for a period of not less than three years in respect of Post Graduate degree holders and in respect of Bachelor’s degree holders, not less than eight years of service in the Department of Geology and Mining, out of which three years in the post of Chemist; and (3) Must have passed the Account Test for Executive Officers or the Account Test for Subordinate Officers, Part-I.
