ORDER:

            Government of India  in the reference 1st cited have communicated the action points for modeling the State Government for curbing  illegal mining / transportation of minerals, one among which is the usage of holograms in transport permits, royalty permits etc.

 

            2) The system of issuing transport permits for the transportation of minerals from the site of excavation to different destination are insisted to ensure whether the minerals are transported lawfully after remitting the necessary royalty / seigniorage fee to the State Exchequer.  Affixing of holograms in the transport permits helps to protect and preserve the authenticity of the original document, to check abuse, to prevent misuse of the document and to enforce the compliance of the provisions of Mines and Minerals (Development & Regulation) Act, 1957 and Tamilnadu Minor Mineral Concession Rules, 1959.

            3) By implementing the system of affixing holograms on the transport permits, the revenue augmented from the mineral sector is expected to increase by 25 Crores. 

 

            4) In view of the above, this Department has decided to go for the system of affixing holograms on the transport permits issued for the transportation of minerals as implemented by the neighbouring State of Karnataka which will enable better enforcement on the illegal mining and transportation of minerals in the State and better administration on the authorized mining and transportation of minerals in the State.

 

            The system of affixing holograms on transport permits will be implemented from 20.11.2010 onwards.
